ARC goes to Japan – the first global reference of 1784, NAVER’s smart building

NAVER’s multi-robot platform ARC has been deployed to Tokyo Midtown Yaesu (the “Yaesu Tower”).
The key objective of this project was to bring the ARC-enabled smart building solution, which has already been applied to NAVER’s 1784, to a commercial building outside the NAVER ecosystem. Rather than relying on dedicated infrastructure specifically designed for robotic services, the solution was implemented within the building’s existing environment.
ARC’s core structure remains the same. A digital twin of the building is first created, with robot routes and service points defined. ARC then serves as the central platform that connects the service systems, building infrastructure, and operational control system into a unified ecosystem.
What changes are the site-specific conditions. Which elevators the robots use, the routes they follow, and even how users place orders and receive notifications are all tailored to the local environment. What remains consistent, however, is the structure centered around the ARC platform – connecting robots, physical spaces, services, and operations.
How would the scope of robot operations change once ARC is deployed in a building? ARC enables the centralized management of multiple robots, seamlessly integrates robots with existing building infrastructure, and supports the deployment and operation of robot services tailored to each site. Not only that, it can be scaled across a wide range of robots and services without being limited to a specific manufacturer or application. The Yaesu Tower demonstrates how these core capabilities of ARC can be successfully brought to a real-world commercial building.
Multi-robot orchestration
At the Yaesu Tower, ARC orchestrates multiple robots simultaneously. When a user requests a service, ARC analyzes each and every robot’s status and location in real time to allocate tasks, then centrally manages the entire flow of work at the system level, from transit to pick-up point and movement between floors to delivery to final destination.
Even in buildings that were not originally designed with robots in mind, ARC enables stable multi-robot operations through digital twin-based route planning, even in large commercial building environments.
Connecting robots to building infrastructure
ARC integrates robots with the Yaesu Tower's existing infrastructure. From freight elevators and automatic doors to entry and exit routes, ARC serves as a means for central integration between infrastructure.
As a result, robots become more than just standalone machines in the Yaesu Tower. Robots are seamlessly integrated into the building infrastructure that operates in a single flow of service, processing orders, completing deliveries, and monitoring operations.
A builder of tailored robot services
ARC enables robot services to be flexibly deployed and optimized to meet the specific requirements of each site. Enhancements were made to accommodate the local operating environment in Japan, including in-elevator guidance displayed on the robot's screen, an emergency stop logic that detects hazardous areas without markers, and a recovery mechanism in the event of network disruptions.
Moreover, the operating system is designed so that building operators without expertise in robotics can easily understand and respond to the robots’ statuses. In real-world deployments, a service must not only be successfully implemented, but also be supported by a structure that allows operators to manage it reliably. The experience at the Yaesu Tower laid the foundation for ARC to evolve beyond a technology platform into a service framework that can be sustainably operated at customer sites.
Integration across robot types and manufacturers
Currently at the Yaesu Tower, the scope of our services is centered around robot delivery. However, working together with customers has shown that their needs extend far beyond delivery. In commercial buildings and facility management environments, there are many yet unexplored opportunities for robot deployment on-site, such as patrolling, security, and cleaning.
ARC is designed as a multi-robot operations platform that is not tied to any specific robot or service. Building on its delivery services powered by Rookie, the platform is designed to support heterogeneous and third-party robots while expanding into a broader range of service domains.
NAVER LABS plans to expand from its services in the Yaesu Tower to provide robot deliveries on all floors by the end of the year. ARC’s key technologies and operating system that have seen success at the Yaesu Tower are now being brought to buildings across the globe, including Saudi Arabia.
